Mining sun safety requirements: managing UV exposure on surface operations
- 6 min read - Health Brands SA
Surface mining combines every factor that drives UV dose: long shifts outdoors, high-altitude operations on the Highveld, reflective ground and limited natural shade. Yet UV is often missing from the mine risk assessment, which usually focuses on heat, dust and noise.
Where the requirement comes from
The Mine Health and Safety Act 29 of 1996 requires employers to identify hazards, assess the risks and control them, starting with elimination at source. Solar UV radiation is classified by the International Agency for Research on Cancer as carcinogenic to humans, and WHO and ILO estimates rank occupational exposure to solar UV as the work-related risk factor with the third highest attributable burden of cancer deaths globally. It is a recognised occupational hazard and should be assessed like any other.
Controls that work on a mine
- Scheduling: plan the heaviest outdoor tasks outside the hours of highest UV where operations allow, usually 10:00 to 15:00.
- Shade: shade structures at haul-road stops, plant maintenance areas and crib rooms; tinted windows on light vehicles.
- PPE: hard-hat brims with neck flaps, long-sleeve UPF-rated workwear, wrap-around safety eyewear with a rated UV filter.
- Sunscreen: SPF 50 broad spectrum (UVA/UVB) sunscreen at change houses, lamp rooms and in vehicles, with reapplication at least every 2 hours.
- Administration: UV index in pre-shift briefings, supervisor checks, and medication photosensitivity awareness.
UV and heat stress: one plan, not two
Workers will roll up sleeves if clothing is hot. Specify light-coloured, breathable fabrics, combine shade with hydration points and set work-rest cycles that address both hazards. The WHO UV Index is a useful common trigger: protection is recommended from UV index 3, and the Highveld often reaches 8 to 11 in summer.
Measuring compliance
Track the indicators that show the programme is real: sunscreen consumption per worker, training coverage, audit scores per site and shade provision. SUN PROTECT WORKSAFE™ packages these into a quarterly scorecard.
